EU proposes flat fee on small parcels as Chinese imports surge

BRUSSELS – The European Union has proposed a new flat fee of €2 on billions of small parcels delivered directly to consumers, the vast majority from China.

The proposed measure would remove the existing customs exemption for packages valued under €150 (£126), bringing low-value shipments into the scope of EU customs fees. According to EU Trade Commissioner Maroš Šefčovič, the levy would apply primarily to fast-growing e-commerce platforms such as Temu and Shein, which would be required to cover the cost.
