WASHINGTON – The United States has imposed sanctions on former BCI implementing partner, Xinjiang Production and Construction Corps (XPCC), in connection with serious rights abuses against ethnic minorities in the Xinjiang Uyghur Autonomous Region (XUAR). In addition, two Chinese officials linked to XPCC have been added to the US’s Specially Designated Nationals and Blocked Persons List (SDN List). The individuals are Sun Jinlong, a former political commissar of the XPCC, and Peng Jiarui, the deputy party secretary and commander of the XPCC.
The XPCC is a multibillion-dollar, Chinese government-backed administrative, economic, and paramilitary body with deep and expansive ties to the government and economy of the Xinjiang Uyghur Autonomous Region.
